We are pleased to write on behalf of the United Nations Development Programme (UNDP) and the Latin American Center for Competitiveness and Sustainable Development (CLACDS) of INCAE Business School to invite your institution to apply for the Program Capacity Building Program for the formulation of bankable projects for the fulfillment of national objectives related to climate and nature, which will be offered in blended mode between June and September 2024.

This course is part of the "Innovation for Green Finance in LAC implemented by UNDP with funding from the Swedish International Development Cooperation Agency. Its objective is to develop the capacities of participants to structure project finance models that recognize contributions to climate and nature-related goals of respective countries, to facilitate access to diverse sources of climate and sustainable finance in an integrated manner with national investment systems.

The training is aimed at officials from ministries and other state institutions in charge of development planning, transportation, energy, water and agriculture and other key sectors in Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Panama and Peru. Participants must submit a project idea that they will work on during the course.

The Program consists of the following stages:

  • Introductory phase (virtual): initial online session and asynchronous work based on a reading guide and audiovisual materials to level knowledge on the scientific basis of climate change, international negotiations and key elements of climate and nature policy. Second half of June 2024
  • Face-to-face module: one week at the INCAE campus in Costa Rica, during which classroom sessions, expert panels and practical work on project ideas will be developed. July 15 to 19, 2024. See summary of content in the annex to this note.
  • Virtual module: six weeks long, in which participants will receive support to develop project notes or project idea notes for specific initiatives, through bi-weekly class sessions and personalized advice (coaching). August and September 2024.

Three participants from each of the focus countries will be selected to receive a full scholarship that covers course registration, visa expenses (when necessary) and airfare,

on-campus housing at INCAE, airport-campus-airport transportation, meals and a supplementary allowance for incidental expenses.

Those who complete the course will receive a certificate of participation and their institutions will be invited to future financing rounds organized within the framework of "Innovation for Green Finance in LAC".

The requirements for participation are as follows:

  • Have a role related to public investment in state institutions in the sectors and countries mentioned above.
  • At least 4 years of professional experience in project formulation and at least one year in a coordination or decision making position.
  • Intermediate level of English (desirable).

Special consideration will be given to teams of representatives from different institutions or units of the same country that seek to work on a common project idea.

Participants must have an official designation from a competent authority of the institution where they work and commit to attend all face-to-face and virtual activities, as well as make a presentation at the end of the course to the NDC focal point of the country, the nominating authority and members of the UNDP team, to share what they have learned and the project note developed.
